Conservation and development should be closely combined in regional planning, so as to lay the
necessary groundwork for implementation of sustainable developmental strategy .Following the views of systematic conservation planning and irreplaceability analysis , the paper indicates that Keshiketent Banner, Inner Mongolia should set up 10 reserves of different categories and implement co-management with local communities and related departments , in order to establish it as an examplary base of sustainable development .
