保护区是生物多样性就地保护的重要场所。一个地区乃至整个国家 ,保护区规划和管理得好 ,生物多样性的保护和持续利用就有必要的保障。保护教育和立法是提高保护区管理水平的两个关键因素 ,应给予足够重视。当前 ,在中国各种各样保护实体的出现和发展标志着人们生态意识的提高 ,及时地对它们进行类型和级别的划分 ,在统一协调的基础上发挥各个主管部门和有关组织的管理积极性 ,开展有效的动态管理 ,是保护区事业的一项迫切任务。本文从保护区的含义和作用、保护区类型和级别的划分、保护区分类和分级的动态管理几个方面作了一些探讨 ,供有关方面参考。

Protected area is an important site of biodiversity in situ conservation. If protected areas of a region or even whole country are better planned and managed, the conservation and sustainable use of biodiversity would be secure. Conservation education and legality are two key factors of enhancing managed level of protected area, it should give them enough attention. At present, in China occurrence and development of diverse conservation entities indicate people′ s enhancement of ecological consciousness. It is an urgent task of protected area cause to divide them in time in category and in level and develop effective, dynamic management, bringing the managed initiative of different departments and organizations concerned into full play based on the integrated coordination. The paper deals with this problem from following aspects for reference: ( 1) Imbrication and role of protected area; ( 2) Division in category and in level of protected area and ( 3) Dynamic management in classification and in level of protected area.
